What causes hanoi withdrew from the host of the sea games 2018 ?

Hanoi was set to host the Asian Games XVIII on 8 November 2012 after defeating the other cities also volunteered as the host, namely Dubai and Surabaya.  Dubai withdrew at the last minute to focus on the nomination in the following years.

On April 17, 2014, Prime Minister Nguyen Tan Dung Viet Nam formally announced the withdrawal of Hanoi as the host of the Asian Games XVIII. 

After Hanoi resigns, as host of the Asian Games, the OCA XVIII stated that Indonesia, China and the United Arab Emirates is the most likely candidate to be the host. Indonesia is considered the favorite, because of Surabaya is the runner-up from the previous bid, and is willing to do so if elected. The Philippines and India expressed their interest to host the Asian Games XVIII, but India failed to bid because it failed to getan audience with Prime Minister Narendra Modi after extra time limit given by the OCA.

On May 5, 2014, OCA visit some cities in Indonesia who might be able to host the Asian Games, such as Jakarta, Surabaya, Bandung, Surabaya and Palembang, while deciding not to host the Asian Games and vice versa focusing on the host of the Asian Youth Games in the year 2021. On July 25, 2014, in a meeting in Kuwait City, OCA pointed to Jakarta to host the Asian Games XVIII with Palembang as a host of supporters. Jakarta was chosen because it has been equipped with a means of exercise, adequate transportation network, and other facilities such as hotels and lodging to guests. Asian Games match scheduling, modified from the year 2019 to become the year 2018, because in the year 2019 will hold presidential election in 2019. On September 20, 2014, Indonesia signed a host, and during the closing ceremony of the 2014 Asian Games in Incheon, Indonesia appointed symbolically by the OCA to host the next Asian Games.
